DUTIES:(The duties described reflect the full performance level of this position)
This position is located on a Forest Service Job Corps Civilian Conservation Center with responsibilities for management activities that include planning, organizing, directing, and coordinating the business management functions required for the operation of the Center. The incumbent serves as a full member of the Center leadership team.

Serves as financial manager for the Center to provide coordination and guidance for preparation of the Center budget; analyzes staff budgets to insure that the use of funds are in accordance with allocations, policies, procedures, laws, and required formats. Establishes and maintains a current appropriation and functional control record of all allocations and authorizations received and disbursed. Conducts random audits to insure the integrity of information, transactions, and documents.

Independently performs administrative management functions that fulfill a number of organizational requirements. Applies existing and new policies, provides advice on requirements, maintains databases that reflect the status of administrative requirements or systems, prepares administrative paperwork, and maintains an awareness of the Center's personnel actions.

Analyzes established programs and performs program liaison duties to support long- and short-range administrative planning activities for the organization. Participates with the Center Director and primary staff in the formulation of Center policies, objectives, and work programs. Provides recommendations on the development and execution of Center work programs to insure their accomplishment within applicable guidelines, available staffing, and funds.

Participates in the development of contracts, cooeprative agreements, and other legal arrangements to facilitate Center operations.
Performs liaison duties in support of an organizational program planning process. Participates in developing and implementing long- and short-range plans, procedures, and policies relating to the organization's administrative needs.

Responsible for the procurement program to meet planned and emergency needs. Manages the Center's property program. Manages the processing of student records, insuring accuracy and timeliness. Provides direction to the food services program, insuring proper quality and quantity of food and facility cleanliness. Insures that the Center health care program gets the necessary administrative support for a variety of services that includes contracted dental, medical, and mental health components.

Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.
